A. Nomenclature
1. What is Maharashtra Knowledge Corporation Ltd (MKCL)?

2. What is Applicant Organization (AO)?
A. Applicant Organization (AO) is the activity center that has applied online for the MS-CIT center registration process defined by MKCL.
3. What is Training Provider (TP)?
A. TP means the Empanelled Training Provider, as described and prescribed by GR no. Ma.TANTRA 3700(132/2000)/TE-3 dated October 03, 2000, and October 13, 2000, empanelled to establish and run the ALCs or the Training Provider empanelled by MKCL as per its norms from time to time. 4. What is Local Lead Center (LLC)?
A. Local Lead Center is appointed and authorized by MKCL as per its norms, for discharging certain responsibilities and carrying out certain activities on its behalf in the assigned geographical jurisdiction. For details about LLC, please click here.
5. What is Regional Lead Center (RLC)?
A. Regional Lead Center is appointed and authorized by MKCL as per its norms, for overseeing and coordinating the functioning of LLCs within its assigned regional jurisdiction and to discharge certain responsibilities on behalf of MKCL. For details about RLC, please click here.
6. What is Authorized Learning Center (ALC)?
A. ALC is an Authorized Learning Center of Maharashtra Knowledge Corporation Ltd which has a configuration as per MKCL’s norms and is authorized to conduct MKCL's courses.
7. What is an Urban/Semi-Urban Area?
A. If a particular area is divided into several wards, then that area comprising all those wards is called an Urban/Semi-Urban area. Urban/Semi-Urban areas are those where you can apply based on your ward number and area name for authorization. If any center is located in Nagar Panchayat / Nagar Parishad / Nagar Palika (Municipal Corporation) / Mahanagar Palika, then that center is considered a Semi-Urban/Urban Area type center.
8. What is Rural Area?
A. Any area other than an Urban/Semi-Urban Area is considered a Rural Area. If any center is located in a Gram Panchayat, then that center is a Rural Area type center.
B. Apply Online
9. What is Apply Online?
A. By accessing register.mkcl.org, you can see the center registration home page. On this page, click the “Apply Online” link. Applicant Organization will fill in basic details and will receive AO login and password by clicking on the activation link received in the email.
10. What is the SOLAR login ID?
A. SOLAR login ID is the ID used to access MKCL’s Online Business Management Framework and submit the required information. It will be used as the AO login ID. Note: Getting an Application ID and Password does not mean that the Applicant Organization has received MKCL's authorization.
11. What if I face any problems during the MS-CIT New Center Registration Process?

C. TP Selection
12. How can I choose my TP?
A. While submitting the Expression of Interest (EOI), AO should choose any one TP from the drop-down list.
13. Can I select more than one TP?
A. No, you can select only one Training Provider at the time of EOI submission.
14. What is ‘AO approval’ which is to be given by TP?
A. When you select your TP from your login, TP will view all AOs who selected them. If TP agrees that you meet all norms specified by MKCL, they will recommend you from their login for the further process. If the application is rejected by the selected TP, you can re-select another TP.
15. Can I change TP during any calendar year?
A. No, once you get TP approval, you can’t change the TP.
D. Payment & Refund Guidelines
What are the Center Registration Fees?
16. Center Registration Fee: Rs. 10,000/-*
- Rs. 9,500/- towards Application Fee (Refundable subject to rejection by MKCL or MKCL’s Network Partners only)
- Rs. 500/- towards Processing Fee (Non-Refundable)
17. OnCeT Fee:
- Rs. 250/- for each Learning Facilitator (Non-Refundable)
- Rs. 250/- for one Center Coordinator (Non-Refundable)
E. Use of Performance Guarantee Amount
18. Details are as follows:
- Successfully registered new ALCs through MS-CIT Center Registration Process 2026 will not be able to use Performance Guarantee Amount for admission or any other purpose in the year 2026.
- It is compulsory to pay Performance Guarantee Amount for eligible regular AOs to register as MS-CIT ALC within schedule.
- Performance Guarantee Amount will be kept with MKCL only as Performance Guarantee Amount.
- If any new MS-CIT ALC is not able to satisfy the minimum admission criteria (as mentioned above) for the year 2026, then such ALCs will not be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be forfeited.
- In such conditions, the Performance Guarantee Amount will not be refunded in any situation.
- If any new MS-CIT ALC satisfies the admission conditions (as mentioned above) for the year 2026, then such ALCs will be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be carried forward for the year 2027.
- Performance Guarantee Amount will be kept with MKCL till the time ALC is continued with MKCL and performs as per conditions stipulated by MKCL from time to time.
- Otherwise, the Performance Guarantee Amount will not be refunded in any situation or scenario.
- MKCL will keep this Performance Guarantee Amount as Performance Guarantee Amount and will not pay any interest on this amount to the Center.
- If any new MS-CIT ALC satisfies the admission conditions for the year 2026 (as mentioned above), but does not renew for the year 2027, then only MKCL will refund the Performance Guarantee Amount to the concerned Center.
- Similarly, any such MS-CIT ALC that satisfies the admission conditions for the respective year, but does not renew for the next consecutive year, then only MKCL will refund the Performance Guarantee Amount to the concerned Center.
- If the Applicant Organization is an educational institute (only for Schools & Colleges), then there is no need to pay the Performance Guarantee Amount.
19. If my application gets rejected due to failure to submit/upload all necessary documents within the stipulated date, how much amount is refundable?

20. If I get authorization for the year 2026 and my center does not want to continue then, how much amount will be refunded?
A. No amount will be refunded in such a case. For more details, see the ‘Fee Structure’ at register.mkcl.org/mscit-2026/registration-fee
21. Is there any requirement to pay Performance Guarantee amount?
A. Yes, each AO has to pay a Performance Guarantee amount to get authorization.
22. What is Performance Guarantee Amount?
A. Performance Guarantee amount is the deposit amount that needs to be paid by AO once shortlisted for center creation based on rating.
23. Is there any exception for Performance Guarantee amount?
A. Yes, if the Applicant Organization is an Educational Institute (School/College), then no Performance Guarantee amount is required.
24. Are there any other hidden charges?
A. No. Apart Performance Guarantee Amount, Registration Fee, Processing Fee and OnCeT Fee, no other payments are required.
F. OnCeT
25. Do I need to nominate faculties for OnCeT?
A. Minimum one and maximum of three Learning Facilitator nominations are allowed for the OnCeT Examination.
26. How many Center Coordinators can I register?
A. Only one.
27. How much do I have to pay for Center Coordinator OnCeT and LF OnCeT?
A. Rs. 250/- per LF/Center Coordinator (Non-Refundable) at the time of registration fee payment.
G. Center Setup
28. Do I need to show the complete Center Setup (including IT Infrastructure) at the time of online application?
A. No. MKCL will inform shortlisted eligible AOs to create a Center Setup. Only eligible AOs need to create it.
29. When must the Center Setup (including IT Infrastructure) criteria be fulfilled?
A. MKCL will inform shortlisted eligible AOs to create a Center Setup as per the guidelines.
30. Can AO use desktop computers for setup?
A. Yes. It will be preferable to use Laptop.
31. Can AO use Xtenda setup for lab creation?
A. No.
H. Visit
32. What is Business Plan?
A. A Business Plan is a projection/overview of your business, including analysis reports. AO must fill and upload it after becoming eligible.
33. What is the purpose of LLC and TP visits?
A. LLC and TP visits ensure that the information furnished by AO is true in all respects.
I. Documents
34. Is PAN Card compulsory for finalization of MS-CIT New Center Registration Process 2026?
A. Yes. PAN Card is mandatory for finalization of new centers in 2026. AOs can upload other valid identity documents initially, but later PAN is mandatory.
35. Is Aadhaar Card compulsory for finalization of New Centers in 2026?
A. Yes, Aadhaar Card is mandatory for finalization of new centers in 2026.
36. What documents do I need to submit?

J. Approval
37. If multiple AOs from the same ward or area fulfill MKCL’s norms, then on what basis will MKCL give authorization?
A. MKCL will decide eligibility based on Total Score, calculated as follows:
- OnCeT score of Learning Facilitator
- OnCeT score of Center Coordinator
- Interview score
If more than one AO applies from the same area:
- MKCL will rank AOs by Total Score; the highest will be eligible.
- If scores are equal, the AO with the higher OnCeT score will be selected.
38. If I get authorization for 2026, from which date can I start registering learners?
A. January 01, 2026.
K. Rejection
39. On what grounds can your application be rejected?
Possible reasons include (but are not limited to):
- Running competitive courses against MS-CIT Course.
- Submitting false information.
- TP disapproval based on MKCL norms.
- Failure to pay fees within stipulated dates.
- LLC rejection due to unsuitable location.
- All nominated faculties fail in OnCeT Examination.
- Low OnCeT scores compared to other AOs in the area.
- Failure to submit address documents to LLC on time.
- Failure to submit documents as per MKCL norms.
- Failure to prepare infrastructure as per MKCL norms.
- LLC or TP non-recommendation after visit due to non-compliance.
- Any other such reason as mentioned on website.
Kindly note that MKCL shall be the final authority for Approval/Rejection of AO applications, and its decision shall be final.
